Sean Penn, J/P Haiti Relief Organization and his ties to the CIA
In February of 2019, five men were arrested in Haiti with a cache of assault weapons, ammunition, money, and license plates. Later, they were “rescued” as one of the suspects put it, without going through the normal judiciary process and facing charges. From the looks of the operation, it seems the real people rescued in the situation were the thousands of Haitians who, directly and indirectly, would have suffered violence had their plot played out unhindered. The group consisted of three former U.S. Navy Seals, two Serbian nationals with U.S. green cards, and a Haitian. Navy Seals are among other things known for their sniper skills and covert mission training. It is not a stretch to assume that these men were under direct orders from the U. S. government, more precisely the CIA. One of the men’s’ statements to Haitian police makes it plain; “Tell your boss to call my boss” is evidence that the individuals were acting with the full knowledge and support of the U.S. and some faction of the Haitian government.
Since its independence in 1804 Haiti has endured direct economic attacks and military interventions by the United States. This is no exaggeration; see the footnote for an article about U.S.-Haiti relations over the years. This latest stunt is nothing new. Even the 2010 earthquake that hit Haiti was exploited as covert intelligence agents were propped up as humanitarian heroes during the relief efforts that followed the tragedy.
Sean Penn
In his last major interview, we saw a somber Sean Penn discussing his last exciting venture a book called Bob Honey Who Just Do Stuff. In the interview, Penn seemed somewhat forlorn as if he had finally accepted what his physical frame now betrays, that he is an aging man with his most exciting adventures behind him. He was now content to delve into the world of writing fiction, certainly drawing on past experiences; masking unnameable personages in pseudonyms, and exchanging the mundane for the marvelous. Just two years prior however Penn, “penned” an article that rivals the excitement and intrigue of a Hollywood movie. Although his covert meeting with Joaquín "El Chapo" Guzmán made for a great article befitting the Rolling Stone’s[3] edgy image, it was a public embarrassment for the FBI who has been searching, without success, for the recently escaped Mexican drug trafficker. “Penn said his intention in tracking down the escaped drug kingpin and writing about him for Rolling Stone was to kick-start a discussion of the US government's policy on the War on Drugs.” As stated in this Daily Mail article, “[…] the public's attention has instead been focused on the fact that Penn found and met with Guzman for seven hours in a mountain hideout last October while he was still evading Mexican officials.”[4] It was amid suspicions surrounding the circumstances of this meeting that notions of Penn being somehow linked to the CIA began to arise.
We must backtrack a little further to solve this mystery once and for all. Petionville, Haiti January 2010. Penn’s NGO J/P Haiti Relief Organization appeared in Haiti seemingly overnight after a magnitude 7.0 earthquake devastated the nation. Founded just days after the 12, January 2010 earthquake, J/P HRO bears the names of its founders Sean Penn, American actor/director and Denise Jenkins a Bosnian refugee married (then) to Roger Jenkins, a British banker currently awaiting trial for conspiracy to commit fraud, among other charges, while he worked for Barclays Bank. Three weeks later Penn and his organization were the faces of U.S relief efforts in the Latin American nation. He was all over American news outlets discussing the tent city in Petionville that he was running, the strength and resilience of Haitian people, and the need for the U.S. to remain involved in recovery efforts. When interviewed by Anderson Cooper in a segment entitled, “Saving Haiti” Penn was asked, (after having been in the nation for almost 3 weeks) why he had stayed so long. He stated that he needed to remain there to, “Make certain networking situations in terms of the United Nations and the U.S. Department of State.” An organization barely a month in existence partnering with the UN and the State Department, interesting right? J/P HRO would later receive $8.75 million from the Haitian Government and the World Bank for its camps and relocation projects. But how did an organization founded just days after the 2010 natural disaster by an actor and philanthropist acquire the instant credibility to receive funds from the Haitian Government and World Bank? How did these two manage to pull together such a talented team to run their camps and projects in so little time?
The CIA
The relationship between the CIA and NGO’s are an open secret to anyone willing to do a little research. NGO’s provide the perfect cover for international intelligence agencies covert action in a nation. When they don’t run an organization outright they have assets within them doing their bidding. In the case of J/P HRO, we can only assume that Sean Penn’s CIA mission had to do with surveillance and propagandizing on behalf of the United States. In almost every interview Penn did on the subject of earthquake recovery efforts, he stressed the need for the U.S. to remain involved lest chaos ensue. His multiple appearances on cable and national news outlets in the weeks and months following the earthquake shaped the narrative and public opinion around the U.S.’s involvement in reconstruction efforts and why the United States' ongoing (interference) was necessary. J/P HRO was able to monitor the actions of 60,000 displaced Haitians particularly those who had lived in Delmas 32, prime real estate in Port-au-Prince, Haiti as it oversaw two of the largest “tent cities” in the nation.
The Proof is in the Emails
This writer happened upon evidence of Sean Penn’s relationship with the CIA amid the 2015 Hillary Clinton email controversy. The State Department released emails that Clinton exchanged on a private server during her time as Secretary of State under President Obama. Among other emails that detail the ineptitude of recovery efforts early on was a little jewel of information regarding Sean Penn. A series of four emails sent between Cheryl Mills, Secretary of State Clinton’s Chief of Staff, Hillary Clinton, Caitlin Klevorick, Senior State Department official, and none other than Sean Penn. The original emails can be found here under the title “SO.” Note that [TEXT DELETED BY STATE DEPT.] is where Sean Penn’s CIA email address should be. The messages read as follows:

CHICAGO—Oscar-winning actor Sean Penn gave an emotional speech Wednesday urging the world community to help Haiti as he accepted an award from a gathering of Nobel Peace Prize laureates for his humanitarian work in the earthquake-ravaged country.
"It's an overused phrase I know, but I trust you know its genuine today, I am humbled. I'm trembling and I like it," Penn said after accepting the 2012 Peace Summit Award from former Soviet President Mikhail Gorbachev, who was joined on stage by the Dalai Lama and former Polish President Lech Walesa.
Penn has become a major player in efforts to rebuild Haiti after the January 2010 earthquake that devastated the island nation, flattening thousands of buildings, killing more than 300,000 people and leaving at least 1.5 million homeless.
He used his speech at the 12th World Summit of Nobel Peace Laureates to urge the world community to remember Haiti and invest in the country's future and President Michel Martelly, who took office in May 2011.
"We have a very short window to support this team of the Haitian people's choosing," Penn said.
Papers in Penn's hands shook and he became emotional at times during his speech as he described conditions in Haitian refugee camps or told the story of a Haitian police officer who lost his family in the earthquake. Penn also warned that if Haiti fails it could become a harbor for narcotics trafficking and terrorism near the United States.
Penn is the first non-Haitian to be designated an ambassador-at-large for Martelly. The actor is CEO of the J/P Haitian Relief Organization, a rapidly growing and increasingly prominent aid group. The organization manages two camps that are home to about 18,000 people.
Penn spends at least half his time in Haiti.
"He actually exchanged his home in Malibu for a tent," Udo Janz, United Nations high Commissioner for Refugees, said when he introduced Penn to accept the award. "Think of it as the Oscar for your humanitarian commitment Sean."
Penn won his first Academy Award for Best Actor in 2003 for "Mystic River" and his second in 2009 for "Milk."

To recap, State Department official Caitlin Klevorick emails Sean Penn at his CIA email address, to congratulate him on his receipt of a 2012 Peace Summit Award. Penn’s full email address is apparently redacted to conceal his identity as an asset, however, the body of these messages expose Penn's identity. Klevorick cc’d Cheryl Mills and pasted an Associated Press article detailing the event in the message. Later, Mills sends her own congratulatory message to Penn. He replies that he was at the Green Mill in Chicago reflecting on the day with friends and that it was a great time to have received her message. The Peace Summit was a three-day event commencing on April 23rd and ending on the 25th. Penn was in attendance and received the Peace Summit Award. Further confirming his identity, Penn closes the email with “Love-s.” Finally, Mills forwards the message to Hillary Clinton, suggesting that she send Sean a note or call to congratulate him. The “So” in the subject line of these messages are probably due to a common typo where “o” is typed instead of “p” because the letters are next to each other on standard English keyboards. Caitlin Klevorick likely intended to type “Sp” in the subject line, which would make more sense as Sean Penn is clearly the subject and recipient of these messages.
What this Means for Haiti
So Sean Penn is (or was) CIA, how is this relevant to Haiti. Understanding the extent to which international governments interfere with the social, political, and economic mechanisms of the nation is vital for anyone working for the progress of Haitian people. Concerned parties must comprehend the U.S. and other Western nation’s agendas in Haiti to be effective change agents and produce lasting results. Even if one were to give these international actors the benefit of the doubt, one cannot ignore that interference like this subverts the democratic ideals they claim to uphold.
Penn essentially served as a mouthpiece for American interference in Haiti after the 2010 earthquake. Wherever he spoke on the subject of Haitian recovery efforts, he stressed the need for the U.S. to remain involved for as long as possible. It is doubtful that Sean Penn’s relationship with the CIA began with his activities in Haiti, but that fact (though interesting) is irrelevant to this conversation. It does, however, provide valuable insight on how the so-called elite and various U.S. government agencies cooperate for international subterfuge; in Haiti particularly but also globally. At a time when the world empathized with the struggle of the Haitian people, Penn’s message of Haiti’s need for a Western savior was especially effective. The world gave BILLIONS. Under Hillary Clinton’s direction, the State Department and its agents shaped the narrative around what was needed for Haiti’s recovery. On Haitian soil, her husband, under the banner of the Clinton Foundation, directed where those BILLONS would go. Nearly ten years later, the Clinton Foundation’s involvement in Haiti’s restructuring shown no signs of abating, even amid a public outcry by the Haitian American community and congressional hearings to investigate tax fraud by the foundation. Sean Penn put on a good show in his myriad televised interviews on the subject of Haiti. He may even respect the people of Haiti. Nonetheless, In light of his relationship with the CIA, Penn is exposed as a cog in a machine far greater than himself, an effective one at that. Ironically, when Penn was introduced by the United Nations High Commissioner for Refugees to accept his award, he was told to, "Think of it as the Oscar for your humanitarian commitment Sean." On Haiti’s stage, Sean Penn has shown himself to be a great actor indeed.
